Working on Your MSAP Project During the Federal Government Shutdown

On September 28, 2025, the U.S. Department of Education issued its Contingency Plan for a Lapse in Fiscal Year (FY) 2026 Appropriations (available at ed.gov/about/official-statements; it is the first document on the list as of October 23, 2025). As described in the plan, grantees that have received a noncompetitive continuation award or have been approved to spend carryover funds, including through a no-cost extension, may continue to draw down previously awarded funds to carry out allowable, approved grant activities. The plan does not specifically address grantees that require prior approval before drawing down funds. We understand that this may create some uncertainty and will share any updates if and when they become available.
Your efforts under MSAP to reduce minority-group isolation and operate high-quality magnet schools remain as important as ever. While the federal government shutdown brings some uncertainty, grantees can continue to carry out approved and allowable activities in support of their project goals and objectives. The Magnet Schools Technical Assistance Center remains open, and we are here to answer questions and provide assistance as before the shutdown.
